ITANAGAR, Jul 5: While vehemently condemning the July 1 incident of Bogdo, Aalo in West Siang district wherein two individuals had involved in physical altercation following a land allotment dispute, the All Libo Ramo Bokar Welfare Society (ALRBWS) Itanagar today appealed the civil society organisations of Aalo in particular and West Siang in general not to give it a communal colour.
Stating that the incident was purely an individual case and nothing to do with any community or tribe, the Society appealed the public of West Siang particularly youths to refrain from giving it a communal colour. It alleged that some individuals or groups are trying to give it communal tone in social networking sites.
Any kind of differences should be sorted out sitting together through dialogue; the Society said and requested the people to desist from taking the law into their own hands. Guilty should be dealt with iron hand no matter who commits it. Everyone is equal before the eyes of law. Let law takes its own course, the Society said and appealed for peace and tranquility for the larger interest of the people of district.

Students union provides beds to hostel
ITANAGAR, Jul 05: A team of All Lohit District Student's Union (ALDSU) yesterday visited the Tezu GHSS and its hostel buildings and provided 15 beds to the boys’ hostel.
The team interacted with the students in presence of the Principal of the school and advised them to maintain strict discipline, peace and brotherhood among fellow students.
Encouraging them to study hard for bright future, ALDSU also announced to provide merit scholarships of Rs.10,000 to those students of class X, XI and XII, who secure more than 70 percent marks in the final examinations.
A volleyball set each was also provided to the borders of both boys and girls hostels by ALDSU.

ROING, Jul 05: A training programme on digital locker system was conducted for the government officials at NIC district centre, here as part of the Digital India Week celebration.
The participants included computer operators, clerical staff and other officials of various Govt. departments, public sector organisations, district administration etc.

ITANAGAR, Jul 05: Dree festival was celebrated at several places across the state today.

Briefing on the mythology of Dree, Radhe Tajung, Vice Chairman of Dree Festival Celebration Committee said that the Dree is the main agricultural festival of Apatani. The Apatanis are ardent agriculturists and the origin of Dree is directly related to the origin of paddy seeds and agricultural practices of the community.
The occasion of performing rituals for good harvest during the year came to be known as Dree and have been performed by Apatanis since time immemorial. The Festival Celebration Committee Chairman, Er. Kago Tabyo and Secretary Nani Khambo also spoke on the occasion. A colourful cultural programme was presented on the occasion depicting the rich cultural heritage and traditions of the Apatani community. Participating in the festivity, the Governor and First Lady Rita Rajkhowa took part in the ‘Daminda’ dance. The Governor presented citation award to Nani Challa for his exemplary social service as well as academic excellence awards to students from the community who had excelled in the board examinations. The Governor released the Dree Festival souvenir on the occasion, while First Lady released an audio CD titled ‘Aane’. The final of the traditional wrestling (Giibii) of Apatani Tribe was conducted.
Ziro, the home of the industrious Apatani witnessed the colourful celebration of Dree festival with full traditional fervour and gaiety here at Dree ground today.

Central Dree Festival committee has also installed atleast 14 different food stall representing major tribes of the state. One can enjoy delicious traditional cuisine from all the stalls at a reasonable price, informed Secretary of the Festival, Hage Komo.
Roing: Dree was celebrated with traditional fervour and gaiety by the Apatani community of the district at the Multipurpose Hall here today. Festival goers in their beautiful Apatani traditional attire filled the atmosphere at the celebration site with a festive air.
Parliamentary Secretary Horticulture Mutchu Mithi congratulated the Apatani community on being one of the state's most advanced tribes, serving the state as well as the country in every field. "Our festivals are our identity. In our state we have so many beautiful festivals represented by different tribes. We should also have one festival to celebrate our state's unity in diversity. One identity that will identify us to the other states (and other countries) as an Arunachalee", said Mithi.
Taking part at the festivities, President DCC Chiliko Meto said, “Our culture and traditions are preserved through our festivals, and should always remain so".
Expressing sadness over the slowly fading traditional priest system, Meto said that each and every tribe must work on preserving this very important part of their cultural heritage, otherwise one day, it might not exist.

ITANAGAR, Jul 05: Poma water supply line has been damaged last night due to torrential rainfall at Langkey point, 7 km away from Poma village. The restoration work shall start tomorrow morning which will take at least two weeks.

Arunachal can learn a lot from Ladakh

ITANAGAR, Jul 05: These days the name of Arunachal is becoming synonymous with the word ‘corruption’. Rest of India thinks that in our state no development takes place and only corruption prevails everywhere. This perception is badly hurting the image of brand Arunachal. Recently this journalist visited Ladakh region of Jammu and Kashmir with a group of friends.
Upon arriving at Leh town our local tour guide, one Mr. Sespal, who is a well known
tour operator welcomed us. The moment we told him that we are from Arunachal Pradesh,
he started sharing his experience of visiting our state. “Oh, please don’t mind but
I had horrible time while visiting your state. I took foreign tourist from Itanagar
to Pasighat via Ziro, Daporijo, Aalo. The road condition was terrible and honestly
locals were unfriendly. Development is almost non-
Next day, Mr Sespal introduced us to one Tashi Namgyal, a 50 year old local Ladakhi
driver, who was supposed to take us around Ladakh region. During a casual interaction
again the topic of corruption came up and we started sharing how badly it is affecting
development of Arunachal. One of my friends told the Ladakhi host that during election
in Arunachal, candidates have to spend crores of money to win the election. They
were shell shocked to hear this. “If you take money during election, you have no
right to criticise anyone. After selling yourselves how can you expect MLAs/MPs to
develop your area? By accepting money, you open up window of opportunity to the MLAs
to indulge in corrupt practices. In our Ladakh region no MLAs will win election second
time if he/she does not properly use the government fund. Taking money during election
time is out of question”, shared driver Tashi Namgyal. Despite being deprived of
major fund, Ladakh region is way ahead of Arunachal in terms of human as well as
area development. “Most of the developmental fund goes to Jammu (Hindu dominated)
and Kashmir (Muslim) dominated. We receive the least funds but still our region is
better developed. We value each penny and don’t allow politicians or government officials
to misuse the money”, added Mr. Namgyal. It was an eye opener for us to see how much
Ladakhi citizen care for the development of their homeland. As the tour started,

Some people might say that it is unfair to compare Ladakh with Arunachal Pradesh, but considering the similarity in geographical features the comparison is bound to happen. Ladakh is marching ahead because for its citizens the development of region is more important than individual growth. Their love for the homeland is an inspiration for everyone. Hopefully someday in future, the people of Arunachal will put development ahead of money.
Illegal earth cutting worsening road condition: Seva Dal
ITANAGAR, Jul 05: Arunachal Pradesh Congress Seva Dal (APCSD) has blamed the rampant earth cutting as one of the main reasons for bad road condition in Capital Complex.
The state government is spending huge amounts for maintenance of roads in Capital Complex every year but natural calamities like landslides due to rampant earth cutting is causing widespread damage to the roads, stated Seva Dal Chief Organizer Kipa Kaha in a release.
Every capital dweller should contribute on their part in keeping the roads in good shape and they must not indulge in destructive activities like illegal earth cutting to ensure longevity of roads, Kaha appealed. He also urged the State Govt. and department concerned not to compromise with the quality of work and verify the contractor concerned before awarding him any contract work. The State Seva Dal Chief also appealed to the state government to constitute monitoring/ vigilance committee to supervise construction works and public to stay vigilant on such work in their respective neighbourhood to ensure that quality of work is maintained.
MLA’s CGI sheet distribution and talent schemes launched

Under the scheme, all the households under Liromoba Assembly constituency will be provided CGI sheets, said local MLA Nyamar Karbak. He distributed 50 CGI sheets per household under his MLAD fund on the occasion. Atleast 360 persons were covered in the first phase and rest will be covered very soon, he said. Sending strong message to the contractors and executing agencies, Nyamar said that zero tolerance policy will be adopted in his constituency in road construction, education and medical sectors as they hold the keys for rapid development of an area. He also cautioned all the government employees posted within his constituency to remain in their respective posting places.
The MLA also explained the vital roles of panchayat leaders in the development process and urged them to cooperate with him and work together for the sake of development brushing aside all party differences.

AACWA welcome AAPSU move; but concerned over silence on poor CBSE result
ITANAGAR, Jul 05: The All Arunachal Contractor’s Welfare Association (AACWA) welcomed the All Arunachal Pradesh Student’s Union (AAPSU)’s concerned over payment of the contractors’ pending bills.
Explaining the contractors’ pending bill issue, AACWA in a release claimed that the said released amount of Rs.108 crore was sanctioned by the Government of India in April this year. The amount, however, was allegedly diverted for payment of salary of the government employees, the release said.
AACWA had taken up the matter with the state government rigorously after it came to know the fact which resulted in constitution of a committee by the Chief Minister. It also informed that the committee during a meeting had agreed to release the payments for contractors pending bills of PMGSY immediately.
AACWA expressed gratitude to the state government for keeping their commitment. Meanwhile, AACWA expressed its unhappiness over poor results shown by the students of Arunachal Pradesh in the CBSE examination this year, which according to the association was lowest among the NE states.
But what has pained the association most was the stoic silence maintained on the matter by the associations for students’ welfare.
It is very regrettable that the associations working for the welfare of the students have neither raised any voice nor sought any clarification from the authorities concerned over poor CBSE result, the AACWA said.

Crucial visit
Starting tomorrow Prime Minister Narendra Modi will embark on a visit to five central Asian Countries and Russia. Modi’s visit to countries like Uzbekistan, Kazakhstan, Turkmenistan, Kyrgyzstan and Tajikistan in Central Asia will be a landmark one. These central Asian countries constitute an important group of nation. Most of these countries are Muslim majority and in this time of rising ISIS militant activities across globe, the central Asian countries can play a pivotal role.
Also these countries are rich in mineral resources. India’s growing energy needs can be somewhat fulfilled by tapping resources from countries like Kazakhstan, Turkmenistan etc. They are also potential market for the Indian goods. Kazakhstan is already India’s largest trading partner in Central Asia. Adding to the attraction, Indian culture including Bollywood movies is very popular in the region. Therefore keeping this in mind, India stands to gain by forging close relationship with the central Asian countries. Prime Minister Narendra Modi‘s visit to these countries has come in right time. Indian diplomats should make maximum use of the visit and develop closure business as well as strategic relation with the former Soviet republic countries.

Let Arunachal bloom too
Dear Editor,
The land of the rising sun, Arunachal Pradesh has been blessed with enormous natural beauty. The same however is at deteriorating condition due to apathetic attitude of the authorities. The poor town planning and lack of infrastructure development is placing our state to ugly countenance. The recent occurrences of landslides, water logging, floods, and destruction of roads are a major problem for the people of Arunachal Pradesh. The feeble roads get destroyed in seconds.
These problems demand an answer. Therefore the Govt of Arunachal Pradesh should set up a committee to examine the loopholes in the town planning and in the construction of the infrastructures.
A Committee to go deep into the matter and discover answers to the problems which later would recommend for appropriate changes and measures. The recommendations of the said committee should be implemented and strictly supervised. This will be a very positive step towards the infrastructure development of the state. All these issues have been brought multiple times in newspapers but now it’s high time to accomplish this agenda and to allow our state to bloom like a sunflower.

The decomposing and crying national highway
Dear Editor,
The disastrous conditions of the capital road are really a great concern for all. It seems the national highway is highway for name sake only. It lacks both in dimensions and beauty. There is no proper drainage system and maintenance takes place at pathetic rates. Hence, we travel in the worst highway a capital city can ever have. There are accidents, heavy traffic and arguments on the national highway. The road has become an accident prone zone. Many have lost their lives and many more are in queue.
Cleanliness is far away. You will find garbage dumped along the roadside and bottles thrown on the road. The road stinks and the public suffers.
The area between Itanagar and Naharlagun lurks in darkness as soon as the sun sets which is very pitiful and heartbreaking. Again for name sake, the electric posts have been erected without the power connection. It becomes very dangerous to travel during night. The public suffers there too when a mishaps occurs at such neglected road which is also a part of the national highway. The condition of the road is always the same. No one talks about it. Neither the students union nor the politicians. And it’s a big shame for the government that we are unable to maintain even the only road of the state capital.
The lives are at stake always. The road needs proper planning and maintenance. Its
beauty has to be nurtured again. Therefore, I, as a denizen of this sombre valley
urge the concerned bodies-

An open letter to Chief Minister!
Dear Editor,
Driving all the way from Pasighat via Assam on comfortable roads, my friend from Delhi who had come to visit the state was all shocked to experience and see the road conditions of the twin capital city of Arunachal Pradesh.
Annoyed and disturbed a lot by riding on the Kutcha roads (fully sweating even with the AC on) and on involving horrid full four hours to cover a short distance of 11 kilometres (Naharlagun to Itanagar) he asked me, “What is your Govt. doing regarding the only kind of Kutcha roads of a capital city in the country? Can’t they build proper roads and maintain them at par with other capital cities in the country? Who is the CM and what is he doing regarding the kind of Jurassic roads in the capital in this 21st century? I have never seen these kinds of the Jurassic roads of a capital in this twenty first century in any state. This is why people all over the country say that Arunachal Pradesh is totally aligned still with the Neolithic age in all fronts from roads to infrastructures, even in this cyber age, whereas, people all over the world and even in India are already taking allotments to settle on the Mars.
Being one among the waveringly faithful, sincere, and above all, deaf, dumb and blind to the state of the affairs of the state an Arunachal Indigenous Citizen, I was so embarrassed for and on your behalf but, as I was compelled by my friend to reveal your name (hesitantly, with all my due respect even in taking your name) I told him “He is our most Honoured, humble, respected, beloved “Mananiyah Mukhya Mantri Shrijut Nabam Tuki ji”.
And the rest discussions and comments cannot be written down here as it was in fact, not on a good taste for you, in comparing your nobility with the kind of performing Chief Ministers and the kind of capital roads other states are gifted with, with the same amount of money invested every year in maintaining the twin capital roads.
My friend left hesitantly back for Delhi cutting short his scheduled visit to the erstwhile’ Arunachal University when I apprised him that the roads to the university is ‘also not so good’ to travel.
And yesterday while I was listening to the All India Radio Itanagar News aired exactly at 7:45 pm, I chanced upon to hear that you have sanctioned Rs. 15 crore for construction of the capital roads, all over again, since a huge amount of money in crores were sanctioned to improvise the present Kutcha roads of the capital city, some six months back only, which I fully believe went to the drains even without construction of side drains anywhere along the road.
I was overjoyed with the news and I have made a resolve to invite my friend again to Itanagar, the moment your sanctioned amount of Rs. 15 crores is ‘executed’ by the Minister concerned, the Bureaucrats concerned, the Engineers and the Contractors and just before the black and carpeted roads turn to all muddy and natural frog habitats/ponds, all over again to Kutcha roads after one or two months ‘after the money sanctioned is distributed ‘evenly’ on the making of the roads by the Minister, Engineers and the Contractors. I shall invite my friend to recompense my embarrassment I got from him all because of you and on your behalf and show him the kind of roads that our most ‘expert’ engineers and contractors would have built by then.
In that particular time, I appeal you to give me the privilege to let my friend, skate down the roads on roller skates, rather than in a car from Itanagar to Naharlagun, if possible by declaring a Skating Week (festival) as our state (Your Government) is famous for holding of varieties of festivals and of all things to show it to my friend and let me say to him “See the kind of roads my respected and most beloved Mananiya Mukhya Mantri Shrijut Nabam Tuki ji has constructed under his personal strict monitoring. I would want to show him that now; it takes only 26 minutes time that too, by skating on roller skates to cover a distance of 11 kilometres which used to be a niggling four hours journey in a car.
Chief Minister, I fully look forward to you this time, even hoping more than the word hope can ever mean, that the road executing agency won’t fail my/our aspirations and give us a splendid shining road like the skin of a King Cobra, with beautiful and functional side drains by utilizing and investing all the money sanctioned for the road, on construction of the road, lest, they all get richer overnight without any official known source of income.
And stretching out my emboldened ’57 inch chest’ with all pride, I can tell my friend that this is the Rs. 15 crore road that our most beloved, humble, noble, honoured, humane “Mananiya Mukhya Mantri Shrijut Nabam Tukiji” has given to the people of the state. Can any other state Chief Minister beat this?
